It really depends. Are they both neutered? It will be easier if they are. Jack Russells can be aggressive dogs [food aggressive, cage aggressive, dog aggressive, stranger aggressive] if not handled and trained properly. However, they can be amazing little dogs if you do. Make sure you can train him well. If neither dog is aggressive towards the other, it should be okay, but opposite genders tend to get along better than same genders. You will be bringing the Jack into the Beagle's territory, so be careful of that as well. The Beagle may not like having another male around.

Correct any aggressive behavior from either dog [lip curling, growling, ears and tail erect, fur raising] by pinching some of the skin on his neck between your thumb and four fingers [simulating a nip from the alpha leader of the pack, which you have to be] and a firm word, like the dog's name or the word 'no'. Be very calm, don't yell, and don't be anxious because they can pick up your vibes and become nervous themselves. Praise good behavior. It should be alright.

Sounds perfectly fine to me. Our home contains a Yorkie, a Maltese, and a Sharpei/Black Lab mix...all get along very well.
