Most non-christians don't believe in god at all, and therefore cannot blame him. The only people that I've ever heard of worshiping satan are satanists (unless you talk to some radical Christians, who think everyone worships satan). So, in summary, this question (and even this answer) has gotten absolutely nowhere. Since I have nothing to do but sit at my desk and wonder why the guy across from smells funny, I am not terribly upset about this.

I do not think a God or a Satan causes anything!
They do not because of a simple fact. NEITHER OF THEM EXIST!
The reason bad things happen is people make screwed up chloices. Everything in this world is governed by the laws of cause and effect!
I have asked the question name one good thing God did that no humans had a part in. All people could come up with was the creation myth! This God who is so good hasn't even fed ONE CHILD!
I also asked the question name one evil thing Satan did that humans had no part in. Here all people could think of were natural disasters. Things that are called ACTS OF GOD!
The truth is the world has the problems it does not because a God or a Satan made it that way but because PEOPLE MADE CHOICES THAT CAUSED THINGS TO TURN OUT THE WAY THEY DID!
Discard God and Satan and embrace common sense and clear thinking!

In ancient Jewish tradition Satan is simply an angel doing the work that God assigned to Satan to do.
The word Satan means challenger. With the idea of Satan challenging us, or tempting if you will. This description sees Satan as the angel who is the embodiment of man's challenges. This idea of Satan works closely with God as an integral part of Gods plan for us. His job is to make choosing good over evil enough of a challenge so that it becomes clear to us that there can be only one meaningful or logical choice.
Contrast this to Christianity, which sees Satan as God's opponent. In Jewish thought, the idea that there exists anything capable of setting itself up as God's opponent would be considered polytheistic or setting up the devil to be an equally powerful polarity to god or a demigod.
Oddly, proof for The Christian satan/devil mythology is supposedly found in the ancient Jewish texts that were borrowed to create the bible. One can’t help but wonder how Christians came up with such a fantastically different interpretation of Gods assistant Satan in their theology.
Other hints about Satan’s role in human relations can be seen if you look at the name Lucifer. It’s meaning in the original tongue translates as Light bearer or light bringer. Essentially the bringer of enlightenment. The temptations of the Satan idea bring all of us eventually into Gods light. Hardly the Evil entity of Christian mythology.

If God created everything, then God created Satan. Then when Christians blame satan for evil, they are blaming a creation of God, therefore, they are still blaming God. Besides if everything is in God's plan, then there is no evil, only the plan to follow.

Incorrect, Christians do not blame God or Satan for bad things, blames himself, Man brought Sin into this world as a result of his disobediance we have only ourselves to blame.
God only allows it because we have free-will.
Accept it.

Well to answer your question. Yes Satin is the one who "whispers into the hearts of belivers" to try to get them to go astray, but it is ultimately the human who commits the evil and it is not God, nor the Devil who does. But rather US! This is from a Muslims knowledge.
