you are miss informed about the fault , California west of the San Adrea's fault is on a pacific plate pressing against the Continental plate, the pressure of this is what created the rocky mountains, the pacific plate is on top of the confidential plate moving north, they drag and stick against each other, a quake occurs when they slip and release tension
