I met this guy at happy hour. We went out on a few really great dates. However, he never made a move so I assumed he wants to be friends. I saw him flirting with other girls when we were at another happy hour so I really thought he was not interested. However, on Valentine's Day he called to wish me a happy valentine's day and asked if I wanted to hang out with him and his friends. I told him I had other plans and he was annoyed that I made other plans with another guy. He called me the next day and then said he was going out of town but he would call when he was back in town. He is back in town but has yet to call. I do like him but I also don't want to wait around for him. In my mind if its been more than two months a guy should have made a move by now and would not be flirting with other girls infront of me if he was interested in dating. Am I right?

Eh. He's not that into you. Move on.

If he was really into you, he would have done something by now. He's just trying to get maximum benefit for minimum effort - how dare he assume that you're just sitting around on Valentine's Day with nothing better to do than wait for his call?
Cut your losses and move on. He's not worth it.

You really should talk to him and lay out all your cards because you never know he may have feelings for you and in his mind he has made a move. And you never know what you consider flirting isn't flirting to him. And then there is a slight possibility that you haven't, in his opinion, made any moves either, so he isn't going to. You never know roll the dice and let them fall the way they do.

sounds a bit of a player. by being with you at happy hour yet flirting with others. that would mess my mind up!

dont do the chasing with this one. let him come to you, but i would be a little aware of his mixed signals.

He's playing you. Everything's on his terms. But be like every other dumb chic out there who has to ask herself if she should stay in it and enjoy the abuse while it lasts.

He just wanted to have casual sex / one night stand with you.
