The position of the weight in the flag will depend on the type of poll you are holding. If you are working with a flag that is on a straight poll and is about a foot shorter than you the weight should all be in the flag itself not the poll (in other words at the top). If your flag has a short poll (about 3 feet with the flag attached) there should be a weighted ball on the bottom. These flags are used mostly by placing that ball in your hand (weight will be on the bottom).
