carpet cleaner, but it is still there. its a bright blue. is there a stain remover that works good?

Soak it (and I mean SOAK it) with water and oxy clean. Get a wet vac and attach the crevice tool (the one with the slit) from your home vac on the hose and suck all the mix out. Back and forth, side to side moving the carpet's pile around. The stain SHOULD come out with it. If it isn't allowed to dry, this works really well. Use lots of water/oxy mix and keep at it until it's gone. Once you think it's good, vac really well with the wet vac and 90% of the water mix will come out... it will feel almost totally dry.
I had a similar problem on the floor of my car when a full can of Latex dumped on the way home from the store... what a mess but it was gone in 45 minutes.

I just found a spot remover that works on even permanent marker. It's called Lift Off, and I wish I'd found it years ago! You won't need a steam cleaner for it, either. Here's the website - there's a locator on it that will tell you where to buy it locally. There are also several kinds of Lift Off, so don't be afraid to ask for the right one! It all depends on what the paint is made of.

Get a carpet shampooer.
Use Tide with bleach substitute and hot water.
Should come out.
