In my city, notorious for its lack of available parking and use of tickets as a generator for needed funds rather than as a deterrent, the term we use is naturally gender neutral.

Meter Reader... applies to electric company meter readers, gas company, and parking meter! Enforcement name would be for parking meters I think only.
