depending on the circumstances it could be that your dog is nervous and trying to convey they are not a threat (the licking motion is a submissive gesture)

my dog does that whenever there is something flying in the air! Even if it's dust or feathers! Or lint! It's a game to her!

MY do does this when she smells something in the air she likes, she tries to taste the air.

maybe your dog has trets...lol j/k Does he do that when your cooking? maybe hes trying to taste your cooking in the air, or maybe sees something.
