Your status in Turkey will determine where you need to file your non-immigrant visa to France. If you have acquired any citizen rights in Turkey, you will be able to file your application thru the French embassy in Turkey. If you only have temporary status, you must file your application thru the French Embassy in your national country, Yemen.
