If she already has a bf, tell her if they ever break up, you would be interested in more than friendship. Then it's up to her. Just say it. You have to take a chance to ever get anything.

for now, there is nothing you can do right now if she has a boyfriend. since it seems like things aren't looking good with her and the bf, just be her friend and supportive. if/when they break up, wait a respectable amount of time to tell her how you feel about her. i wish you best of luck.
