She could just be bored. Does she have toys to play with while you're gone? Does she get enough exercise?
Some dogs have separation anxiety that cause them to act up while you're gone. People usually pass this off as the dog just being naughty or bored, when really it's an anxiety response to being alone and they can't help it. Does your dog bark or whine when you leave, pace around when you're getting ready to leave, and then greet you frantically when you return? If she does, then you should research separation anxiety as a possibility. Since your dog is just getting into the garbage or some paper, then this may not be the case. Usually separation anxiety dogs create much more of a mess and will be very vocal when left alone. My dog was abandoned before I got her so she developed separation anxiety and was very destructive until I learned about the condition and was able to desensitize her to being left alone. Sometimes dogs develop this just because they are very attached to their owners.
I think crating is a good thing for dogs, but you should make sure you're introducing it correctly-- make sure it's a positive place for the dog. And if she does have separation anxiety, crating may make her more anxious and she may try to break out of the crate.

I have always been told that dogs should not be allowed to roam the house unattended, especially when young. They can chew electrical wires, get into chemicals under the sink, etc. Almost the same precautions as when a toddler in the home. I have always left my dog in her crate. This is for her own protection as well as my own piece of mind. If I know I will be out and about for hours then I take her to Doggy Day Care which is only $20 bucks for 12 hours. Hope this helps!

Exercise your dog before you leave then crate her with a dog bone to chew on. If you are leaving for more than four hours then leave her in a room where she has her bed and toys and no temptations.
My dog always does better if she gets a nice walk before I leave. I know sometimes it's hard to find the time but even some kind of attention like a game in the yard helps then she won't feel neglected and will be tired out enough to take a nap.

I find with my dog if i come home from work let her out for a quick pee and poo and leave right away she will destroy everything i have laying on the table and so on, but if i come home and let her out and play with her and spend time and then I go out then all is well.........lol for some reason she does not like it when i rush out the house when i get home.
I have a Kong chew toy, its usually red or black made from hard rubber and you can put dog chew meat in the end hole, and they have to try to get the meat out which takes a long time cause the hole is small, that usually keeps then entertained for a few hrs.

Buy a crate or close your dog off in one room that has been dog proofed. This will provide a safe place for both your dog and your stuff. Good luck!

crate train your dog so that she does not get into things while you're gone and you don't have to clean up your house every time you return.

You need to crate your dog. I crate mine for this same reason: he LOVES to get into the trash.
