obviously not he would actually never need the lights on unless he has company he probably knows where everything in his house is so there would be no issue with him bumping into things

Of course many would. Many blind people can see shadows of large objects...ie furniture.
They're blind, not stupid.

Yes, so that the burglars will know that someone is home....or he'll do it for his wife/kids/dog who is not blind.
