My friends say that its bad idea to give a person, who is trying to trow up, water.

Its never a bad thing to drink water.
The only thing that is good for a drunk person is sleep. Only thing that sobers someone up is time.

As long as they can still swallow, there is no harm in giving them water. The water will help replace the water lost to the vomiting, and will help reduce the headache from the hangover the next morning (dehydrated brain tissue is the main cause of a hangover headache).

it would help hydrate them but I also have heard it will make u more drunk, although it never has me. Alcohol causes severe deyhration so the water couldn't hurt. Give him time and keep an eye on him and he will sober up and not be so thristy lol

No, its one of the best ideas.
When you throw up, you lose alot of water which make you dehydrated and will only make things worse. Even if they are throwing up the water, keep drinking it to stay hydrated as possible.
