Not possible, as the PC contains no native method of decoding FM radio signals.
Some radio stations do however offer a webcast. If you visit the station's website there may be a 'listen now' or similar link.
It is possible to take the output from a radio into your soundcard's line input socket, but from my perspective this still counts as hardware. I actually used to do this with a rack radio.

Many radio stations stream their signal on the Internet. Go to the web site for the one you like and check.
Typically they use Windows Media Player as the required software.
