yes the wheels are the main difference. Indoor skates will have much softer wheels that will grip slick surfaces better, like the waxed floors of a skating rink. Outside skates will have much tougher, harder wheels that will stand up to abuse from concrete, asphalt, etc. Indoor wheels tend to chunk apart when used outside, and outside wheels tend to slip out from under you when you use them inside. Buy 2 sets of wheels and you will be set.
