If you are a US Citizen, you just need a government ID like a driver's license since PR is a US Territory.

If you are a US Citizen you DO NOT need a passport to travel between PR and the US.
Same goes for the US Virgin Islands, American Samoa, Guam and the Northern Mariana Islands. These are all US Territories thus the US is in charge of customs, immigration, trade, etc. Traveling to US territories is like traveling between US states.
A valid US issued driver's license is enough.
However - and I say this all the time - when traveling from the US mainland to PR or any other overseas US jurisdiction (including the states of Hawaii and Alaska), it is not a bad idea to carry a second valid ID, which you may keep in a safe place, in case your driver's license is lost or stolen, that way you can have a valid ID to board the plane back home. In fact, this is a good idea for any long distance travel within the US, that way you will not have to drive or ride a bus from say, NY to California because you lost your wallet.

It depends on Your Nationality and Where you're coming from..
Us citizen arriving from US (any State)..Your Official ID(driver license) it's enough.
Us Citizen or any other Nationality coming from any where else in the Planet..they need a Passport.

san juan is a territory of the u.s. so it is no different than traveling around the continental u.s. A license will work as proper id

As of the first of the year, you will need a Passport. It takes a while so do it asap so it does not hold up your trip.
