Yes, they do. And I'll tell you, it mostly sucks.
I ride every day to school and to work. I also am in training for a few 200 mile rides. From what I've noticed, people's driving skills get exponentially worse when it rains. Worse yet, some people drive faster. This Wednesday it was raining hard and I was riding back home. Four people almost killed me. I was always a foot from the curb, yet I found people swerving all over the road and to add to that they were definitely speeding. How do I know they were speeding? My 300 dollar bike computer told me I was riding the speed limit. Yet people were passing me.
I'm a pretty conscientious rider, and I keep my eyes open.
I only ride in the rain because I have to.
Unfortunately, this is the usual for rainy weather.
Riding this way makes me insane.
People don't think I'm weird, they pity me. I've been told that.
About the people who have the "proper" rainy day gear.

If you are cycling to work, people will think you are weird anyway. So, get some rain gear and go for it. The worst part is making sure your bike doesn't rust.

I only pollute (drive car) to work, when there is lightening or hail. (could get hurt.)
Keep a change of clothes at work and you can get drenched to the bone. Use lights, be careful of painted lines (slippery) and don't corner hard. I enjoy it.
People think I am weird for riding to work, normally. I gave up caring what others think years ago, enjoy myself a lot more now.

I have invested $175 in clothing keeping me bone dry in the worst of rain. I commute everywhere by choice, mostly because it's cheap, eco-friendly, and healthy. I'm happy with my decision, if someone thinks I'm weird that's their problem!

I only ride my bike to work when the temperature is mild and weather is good. I suppose it wouldn't be weird if someone road their bike to work in the rain, but then again, it wouldn't be very enjoyable. It really depends on your outlook on the situation.

as long as you are prepared for the wet weather (proper outer wear, layers, etc.), it can be fun! hot, cold, dry, or wet, it can all be possible and fun if you dress appropriately and ride safely... the only problem with riding to work in any condition is how to clean up when you arrive at work... not all places have showers or locker rooms to change.
the only weather condition I hate is high winds... can be very hard to ride in (and tiring, too)

you go girl - there's plenty of gear out there to protect you while cycling.
I live in a snowy cold area, and I know a guy who bikes in everything you can imagine.
