Just get a new bumper, preferrably find an 4WD offroad parts dealer and have a metal bumper installed. They look better than a cover, and actually protect the vehicle in the event of a collision. Depending on the metal bumper you get they can be costly, but the benifits of that are that the next time someone hits you all that will happen to your truck is maybe scratch the paint on the bumper. Myself I paid the $800 for my front bumper replacement due to one of my towns bright volunteer firefighters that didn't know how to drive and nicely removed my front bumper off my jeep, and thanks to ARB and Bucks 4X4 center in Boise, Idaho I have a nice heavy front bumper that actually will protect my truck.

Bumpers on new cars are more for cosmetic looks than actually protect cars now.

You need a whole new bumper and probably a bit more. The bumper you have on your Grand Cherokee is built much like a bicycle helmet, The cover is just for looks, the protective foam, which you have behind the bumper along with a metal subframe and mounting brackets will all need to be replaced accordingly since they are all made to crush 1 TIME. After that 1 time they lose all their protective properties. To put it in to perspective for you, after you pop bubble wrap does it still work?
If you have air bags this is 10X more important because of the sensors mounted in there! The good old days of heavy chrome bumpers were sooooooo much simpler! Sorry for the bad news.

When you take the cover off evaluate the impact absorber, if it's crumpled get a new one.
