The following is n excert from Wikipedia:
According to the International Federation of Associated Wrestling Styles (FILA), judo is one of the four main forms of amateur competitive wrestling practiced internationally today, the other three being Greco-Roman wrestling, Freestyle wrestling and Sambo wrestling.
As a sport in competition I agree that it is similar to Wrestling. However rules and techniques allowed in the forms listed above vary a great deal. In Grecco Roman there is no submissions and only certain take downs are allowed. In Freestyle more elaberate takedowns are allowed and certain joint locks that can be use but no chokes and only used for contol or pining. Sambo is very simmilar to Freestyle wrestling only it includes many submission techniques. Judo is similar on the mat to Sambo but it incorperates over 60 different throwing and takedown techniques. A Judoka makes a good wrestler but from experience Wrestling can hurt your Judo. As it is more about strength and power rather than momentum and technique.

Yes it has throws and pins. It is a wrestling game with different rules. The game requires a uniform (Gi). It rewards takedowns very heavily. You can win with pins. Unlike college wrestling it allows submissions.
It is definitely a form of wrestling.

There are many aspects of Judo that relate to wrestling. They are very similar in certain motions but focus's more on throws than pins.

Yes it's definitely a form of wrestling. I believe all martial arts/hands to hands combat that doesn't involve strikes of any type are wrestling. However I'm not sure if I'm correct, but from what I see so far if martial arts doesn't have strikes, it's grappling which is basically wrestling.
