It all depends on if the fish originates from a salt water environment or a fresh water environment. If the fish in question is truly from a salt water environment (not packaged or processed in a "salty" climate) then it truly must be considered as a meat. Now, if the fish is truly from a fresh water environment (not packaged or processed only using fresh water), it could be considered either as a meat or a meat substitute.

I beleive that seafood is sometimes not classified as meat based on ancient hebrew dietary guidelines.

fish is a meat because it,s from an animal , animals are connivers, all so fish is a protine, so it,s a meat.

People view the terminology differently, but I believe it's still the FLESH of a living creature. (ever heard of NUTMEAT? It gets down to semantics)
