Me and my friend are very close. However we did not make it official. What is he waiting for. He says he feels the same way I do.

It is very possible that your friend might be thingking that if he moves forward and things don't work out, he could be losing a really good friend and losing a good friend can be scary and hard to do. I would suggest that you talk to him about it. If you're really good friends, you should be able to sit down together and consider all the options and really hear each other out. Remember, he may think that you having you even as just a friend is better than not having you at all.
