You can't get permanent highlights unless you were born with them. You are just going to have to keep dying it...

Do you do them yourself or have them done at a salon?
It might be the kind of dye you use, or the hair care products you use after that.
I have dark brown hair and I've had blonde highlights for almost a year (I had to redo them once because my hair grew). They never faded. They stay as good and shiny until they grow out. I have them done in a salon. I trust my hairdresser and he says the dye he uses is the best. I know it's Italian but I don't know the brand.

Well use permanent hair dye. I wouldn't do it yourself, because you could mess it up, then your mom wouldn't be too happy. Highlights and hair colour don't last forever, the colour fades. That's why you have to keep on touching the colour up. Your new hair doesn't come with highlights (duh) If you do want to do it yourself, buy a kit which might be from 7 to 14 dollars and it comes with a cap and choose very light streaks, having them too chunky looks bad.
