Captain is within the district itself, but within the entire department, obviously it's chief. However, depending on how much overtime you work, a cop can make more than the Captain. I know an officer who made $80,000 in overtime alone, plus his annual salary.

Depends on what you mean, but in Pittsburgh the highest is a lieutenant. Then there is a on duty shift commander that handles the whole city.
