Don;t blame the police so much. Its the politicians and left wing activists judges that really have tied the hands of the police.

Pray for all of them, Politicians, Judges, Police, and military too.
God knows they need your prayers desperately.

Flushing New York is a good idea. The chiefs keep staying in their houses because they are off duty and not being paid overtime because there are too many entitlements for people from other country that no pay tax. People keep in dieing because the violent crimes keep on rising. Not enough police because the violent crimes keep on rising, Our streets are full of empty medical cars because not enough taxes are paid to pay the med people because there is too many entitlements for people from other country that no pay tax.

With people refusing to pay higher taxes to support law enforcement, fewer people are applying for the profession. It's not a job many seek knowing you will be verbally and physically assaulted, condemned, discouraged, and underpaid.
Violence is not deterred by the police alone. The general public is the eyes and ears of the police as well. Reporting crimes as they occur will help law enforcement respond in a more expeditious manner.
One thing for sure will be better education for those who fail to see what's happening in this country.
Best wishes!

I'm not really sure I follow your question. Are you asking if they are pensive and cowardly? I think that chiefs of police tend to be very pragmatic. Afterall, police chiefs are mostly politically appointed people. There first responsibility is to protect their force and deal with politicians and union officials. That's why chiefs of police tend to stay mum during crisis.

Your statement seems to be true of all chiefs. It is a political position, I don't see a chief as a real cop. My dept. has old cars, lots of officers retiring, no manpower etc. Chiefs don't really do much in my opinion except be the "boss", setting stupid guidelines, budget etc.
