it is supposed to get rid of static electricity build ups and prevent travel sickness - no idea if it works tho

All the moving parts in a car build up a static charge that can make some people feel nauseous. These static straps bleed this charge off by contacting the ground. Aircraft have a similar system on the wings. Static wands on the trailing edges of the wings bleed off the charge built up by the engines and friction with the air.

Why is because the car's owner put it there. How is it simply grounds the frame, releasing any accumulated static charge. There are some theories that static charge makes some people car sick, but I think it's mostly a gimmick.

The strips on aircraft wings are for a different purpose. They don't contact the ground, so they don't dispell the charge that way. But they do provide a focus for it, allowing it to arc off the aircraft when it builds up without damaging the plane.

Some trucks that haul liquids that burn will drag a chain or a wire to eliminate sparks due to static electricity, but I cannot remember ever seeing that on a car.

i think that technology is actually called a loose wire hanging from the bumper, and should be fixed by a prefessional mechanic

what , where are you ? my roads don't have any electricity running thru them. maybe it is just a part that should not be hanging down and it is causing sparks ?
