Unless he's married, has a girlfriend, or is gay, I don't see the problem.

There is nothing wrong with letting someone know how you feel about them. Look at your relationship with him. Have you been friends or just starting to get to know him? look for clues if he feels the same way about you as well before you jump.
If he is married or already in a relationship then it is not a good idea to try to get closer with him right now. good luck.

YES! It is perfectly fine. That is how I got asked out...I told my friend of two years I liked him and he responded saying that he liked me as well.
Just say "I like you, it's okay if you don't like me, I just wanted you to know that" then smile really big and flip the hair around a little.
