You can buy a "pedigreed" German Shepherd anywhere, but it doesn't mean that it will be any better than a non-registered dog, nor will it mean that it won't develop hip dysplasia (which is prevelant in GSDs). Go to akc.org and look under the breeders section to find dogs in your area. Make sure that both dog's parents have OFA certified hips (meaning hip x-rays were sent in, evaluated, and graded). Most good breeders also offer a 1-2 year guarantee on genetic issues, including hips.

The best place to buy from is a reputable breeder. Those who say don't bother about pedigree are wrong. You want a dog who comes from a long line of dogs with exemplary temperaments, whose parents, grandparents & gg grandparents have been tested for Hip Dysplasia & , preferably, elbow dysplasia, tested for Haemophilia A & maybe even eye tested as well. That way you minimise the risks of getting a dog with health or temperament problems. You are unlikely to find an unregistered GSD puppy who can fulfil that criteria.
Go via the breed clubs to find a knowledgeable breeder.
All the breed clubs can be found at the bottom of the page here:

Best place to buy a gsd pup from is a good breeder who tests for all health realated illnesses, who can provide the proof of the tests, who allows you to view the mum and dad and any other relatives living in the house.A very good breeder will even provide the 1st injection and 6weeks free insurance.Dont be tempted to go for very cheap pups as they haven't always had the best start in life.So many gsd are interbred due to there popularity which results in some dodgy personalities. With a good breeder who can show you the family tree of there pups you can be assured that you have found the best pup possible.A good breeder is a god send,as there always on the end of the phone aswell.Good luck.

Contact the national German Shepherd Dog club, they should be able to refer you to a good breeder. If you are in the US, it's the German Shepherd Dog Club of America.

I can't answer this question for you, but if I can give my opinion could I say that you should make sure your puppy is from a good clean breeder and it's parents are proven to be healthy? Otherwise you could end up with a poorly puppy and adult dog in later life.

somewhere that can prove the parents to be free of hip problems, and the further back the proof goes in the generations the better.
they should have been checked and x-rayed by a vet.

Save some money, unless you are a dog show competitor, a dog without papers is just as good as the dog with papers. Papers does NOT make the dog.
