i.e. - lived in WA. for 3 years and moving to CA. got 3 tickets in wa. do i tell that to insurance companies in ca? Do they check ?

Of course they do a check. If you try to finagle your way out of paying extra insurance, it will not work. If you fail to inform them of any incidents, and later they find out, they'll cancel the insurance and you'll have to get high-risk insurance elsewhere.

Since the tickets were in another state, they will be transferred with your driving record to the new state, since they are recorded on the license. Do yourself a favor and be honest about it; in the long run, you'll be better off anyway!

You really need to be completely honest with them upfront...I did when I moved from Ohio to Michigan (and trust me, I have a record not many would be proud of) and it didn't hurt as bad as I did (and I moved to one of the most expensive states as far as car insurance is concerned).

Simple answer. Yes. And if you lie to them and don't tell them, when they find out ... well, it's not good.
