Usually around the third or fourth date; but it could be sooner, or much later depending on the girl. Gradually initiate physical contact, and build up to a kiss. A touch of the hair first, then maybe a hug, you know, work your way up to it. Pay attention to how she responds; if she's uncomfortable, stop.
When you finally do get to kiss her, make sure you know what the hell you're doing; don't slobber all over the poor girl, and keep your teeth in your head, don't bite her face off; I swear, some guys really suck at kissing; don't be one of them.

Whenever you feel that the time is right. When you both are in a conversation and you can just feel that she wants you to make a move,just kiss her. You will learn alot from her from this first kiss, At least find out how much she is feeling you.

wait for that special moment wait until she is ready and comfortable w/ you i assume the hugging and holding hands in public is starting see if she is comfortable w/ that first then you can kiss her
