I have never seen people eat rice with a spoon in a fine dining establishment. I never have.
Use your knife and fork.
Soup spoons are a different shape than desert spoons. The norm now is to provide desert spoons/forks if ordering after dinner.
If eating in an Asian restaurant, using chop sticks to eat is the norm, however understanding cultural differences, the staff will provide you with whatever you wish.

Depends which country the hotel you're in. In South East Asia even it's 7 stars hotel plus diamond, it's a proper way to eat rice with a spoon. Forks are considered dangerous, they have sharp edges which people have chosen not to put in their mouths, and they use forks to push the rice into the spoon.

some things require a spoon to eat, like rice, soups, deserts, coffees. this can also reflect cultural norms. i worked in a thai fine dining restaurant and we set the table with fork and spoon only.
was it a soup spoon or a regular spoon?
whatever u decide to use, the server will replace the cutlery you need as the next course comes.

In a super nice restaurant, you will be given more than one fork, maybe more than one spoon. Always use the outside utinsel for the current course. Outside fork for salad, next one for the main course, etc. Rice is eaten with a fork.
Spoons would be used for soup, or to add sugar to your coffee or tea. Or maybe for dessert if it's liquid. And, in a really nice place, the dessert spoon may be placed above the plate.

Don't eat rice with a spoon. Use it for soup and, if you want to,
for spaghetti. It looks nice to hold the spoon with your left hand
and use it to keep the spaghetti closely bundled around the
turning fork in the right hand until you put them neatly into the
mouth.

I always prefer a spoon mainly because it is comfortable for me - I have a nerve condition that makes my left hand shake and I'm not keen on having a fork through my lips or gum. Ouch! My opinion is; eating should be a fun activity (we do it at-least 3x a day!) and dictating the how's or what's is invasive. Think about it in terms of political correctness. Aren't we discriminating to some extent? Just a thought.

If you are under the age of, oh, say, 4 years old, then eat rice with a spoon. Use a SOUP SPOON for soup. The spoon is for stirring coffee, eating some deserts, etc. Sheesh...people are so gross.

I don't think it really matters. I'd use the spoon to eat rice, too! After the first few attempts of eating it with a fork, I'd probably stab the waiter in the eye....

If the spoon is round, it's a soup spoon. If it's oval, then use it for rice etc.
