Santa Fe county and soon Albuquerque(my current home city) institutes a ban a mobile phone usage while driving.Could anyone who lives these place that already have such bans on wether they save lives or any other positive effects such as lower insurance premiums as such?

Well, they baned cellphones while driving in NY (where I live). Its safe to say that the ban should have saved lives even if it was only one or two. As for the positive effects, I can't think of any (besides it saving lives + lowering the cost of the drivers cell phone bill). And Insurance premiums haven't gone down either.
