I had this problem for a while, it was caused by a prescribed medication I was taking at the time. If you are not taking any meds maybe you just have very sensitive skin. Get some heel protector pads at the chemist

It would seem that your shoes are slipping and rubbing your heels. You could put tape on your heels to protect from the rubbing or "New Skin" on them (this is a bandage in a bottle found at drug stores)

probably due to newness and stiffness of the shoe, i get the same and have to wear plasters on my heels until the shoes get worn in.
