As for a person being shallow; they have no depth. Everything about them is normally on the surface or outside and they tend to view others that way too.

Shallow people have very few interests that define them as being unique. Also, they are not willing to go against the herd mentality. It has nothing to do with intelligence. You can be mentally challenged and still have substance and heart. Forest Gump is a good example of a character that is not that smart but very deep.

It means that this person only thinks of themselves and what they can get out of a situation. Rather than having any concern for all others involved.
