First of all, there is nothing wrong with flirting with this girl. You said she's dating someone, but she isn't in a relationship so therefore she isn't taken. Girls frequently date multiple guys, just like guys often date multiple girls.

Now on to the good stuff. If she's dating another guy, you need to find another girl to date. She doesn't even really need to date you. She could just be a female friend. Go and find one as quickly as possible, and if you already have one, make sure she's available to see.

Do you know any of this girl's friends? If you don't, try to find a way to get to know them. If there are any problems whatsoever with this guy she's dating, she's highly likely to confide in one of these friends, and one of these friends could work in your favor.

Throughout this process, make sure that she knows you're dating other girls (don't talk about it, show it). But don't lay it on too thick. She needs to know that you're still available to some degree. Throughout this process, you should be hanging out with her. No serious dates or anything. Maybe a shopping date or something, for instance you're going out later with someone and you need to pick up some shoes, invite her to go along.
