No. Lactose is simply a sugar formed by the combination of Glycose and Galactose. Many people, even those who do not have symptoms of lactose intolerance are unable to digest this sugar because the enzyme made by the body to break it down is not produced after infancy.
However, there are lots of things you eat, and cannot digest, which simply pass through your digestive system. Fiber is the best example.

No, unless you are allergic to its constituents. Most lactose free milk is soya based, and if you are allergic to soya beans, it will be harmful.
