Briggs and Klishcko are the one decent Heavys in my opinion.

Yes you are correct the Heavyweight division is extremely weak at the moment, and i would say that W.Klitshcko is the best of this very weak division, Briggs isnt that good at all in my eyes and as for the others Valuev, Peter and Maskaev they really arent up to scratch compared to the great boxers we have seen at this weight over the years.

which klitchkco, remember Vitali is making his return. I believe that Lennox Lewis retiring was the worst thing ever for a divison that was so dominated by one man. I have made a list of "Elite" Heavyweights and where do they stand.

1. Wladimir Klitchko, The most solid heavyweight out there and a current belt holder
2. Samuel Peter, The new George Foreman of the Divison, won two title eliminators for Oleg Maskaev's belt
3. Shannon Briggs, One of the Most experienced, best American in the Divison, current belt holder
These guys are the most solid guys in the divison
The Jokes List
1. Nikoli Valuev, a Circus act, current belt holder
2. John Ruiz, a bum, he never fought any big names and won(execept for an aged Holyfield)
3. Vitali Klitchko, retired due to injury and wants immediate title shot
The unknows
1. Calvin Brock, 29-1, he was perfect until Wladimir, can he return
2. Audley Harrison, He was the UK's next great Heavyweight, now we don't know
3. Jameel McCline, blew his knee out fighting Valuev, depends on his health
4. Ray Austin, haven't seen much tape on him but I have heard relatively good things
5. James Toney, He might retire
6. Joe Meesi, only one loss on a comeback right now, may retire

If it's such a joke, lace up some gloves for laughs and step in the ring. Anyone who steps through the ropes and throws down with another man desreves respect. When guy across from you is over 200 lbs, even a tomatocan hits hard. They may not be very entertaining, but there are easier ways to make a living so cut them some slack.

I find the entire boxing picture as a joke not only the heavyweight division but all divisions. I remember when there were only 11 champions one for each division how the hell can you have more than one world champion and now you have one for each governing boxing body. But to get to your original question I'll have to agree with you. Maybe not Briggs but Klitchko yes but your also forgeting his brother is making a comeback which I find promising. I think what it is Kitchko has more drive and determination than the rest of the heavyweights and it seems to me everytime out he has something to prove.
