I actually have this same problem, only with a LogiTech webcam.
With Philips, as long as you know the serial number and model of the webcam you can go to the Philips home page and check if it has your modem type listed you can download from. With that, you would more than likely need the product code to successfully complete the download that came in the box.

USB driver update in
WindowsXP
Click Start -> Control Panel -> System
Click the tab Hardware and then click on Device manager
Click at the bottom of the tree on the + sign before Universal Serial Bus controllers
Select the first entry, right mouse click and click on Update driver...

Simply go to the manufacturer's website, and search for your particular model. This may be under a downloads or support page on the site.

and click the model of webcam u have,
