Vin numbers are issued from the factory when it is produced. Most states are on a computer system that verify the vin when titled and registered and will catch a "typo". However there may be a some states that do not do a "vin check" to catch this. If you already have plates and a title to your vehicle, there was probably a typo on the original title. Now that you are refinancing it, the bank is catching the original typo. You can check the VIN plate in the lower drivers side dashboard, on the engine or the door to get the right number. Or perhaps you can go to the original dealership where you purchased the car and get records and confirmation of the correct vin. Check your original paperwork too. Once you have verification of the right VIN, most states will issue a corrected title. Since you didn't say what state, I am not sure of the proceedures to do this. Usually, if it was a state error, the state will not charge for the correction. If it was the dealerships mistake, meaning they did the motor vehicle work for you (some states do, others don't) then they should pay for the corrected title. If you handled your own motor vehicle work and did not verify and check the work before you left the DMV, then you will have to pay for the correction. And once again, it depends on the state. Some states charge for a correction, others do not.
The vin number is pretty much instantanious when the vehcle is produced. And in order to title and register the vehicle originally, there had to be a vin. The error was made when the vehicle was titled and registered, not at the factory. You will need to get verification of the correct vin, and get it changed to the right one.
Check with the dealer and/or the state DMV to see how to go about correcting the error.

The numbers should have been recorded as the car left the factory. Since you said you are REfinancing the car. I assume you have license plates on it and have financed it once already. So your VIN has to have been reorded somewhere. Could they have messed up the number by using something like a 1 (one) instead of I (letter i) or a zero for the letter O???????
