the war will be between muslims and christians
during this war there wont be any jews in the world jesus(PBUH) leads muslims in this war and the first time muslims will get defeated even 2nd time muslims get defeated and 3rd time christians 5 times larger than muslim army will get defeated in the hands of muslims with allah help then starts spread of islam and in the whole world only one religion rulz thats islam

If you mean in a political sense who would end up making a mistake that will cost the Human race dearly, my money is on the personel at NORAD, who track each orbital trajectory every second of the day and base life or death decisions for billions of people every day from what they could percieve as a threat.
