First off, the sides didn't have a truce, some individual units of soldiers along the front lines did.

Secondly, Germany still occupied most of Europe at the time.

To declare peace, would mean allowing Germany to continue to occupy most of Europe.

Because it's not as simple as that; they made a truce over Christmas out of respect for God and the Holiday, not each other. Just because they stopped fighting then doesn't mean their grievances with each other have ended.
