I agree 100% w/you. I think that anyone who owns a dog and leaves them outdoors or does not treat them like a living being should be shot. If I see a dog outdoors in the elements not being cared for I would love to put the owner in the same situation, let them see how horrible it is and then beat them to death for it. There is no excuse for this at all. Dogs are the best friends a person could ever have and should be treated that way. If the owner does not have the heart to do this than they should not be allowed to own any animal. And yes, If they treat any animal in this manner they should be prosecuted.

If you are talking about them leaving the dog outside for the night....then no. They should be educated on why this is bad for the dog. If they then continue to do this then yes as well as fined and banned from owning any pets.
If you are speaking about the horrible people that abandon dogs at the side of the road because they don't want them any more, then yes they should be arrested. Though you have to look at the fact that if there were tighter laws on who could and could not own a pet and that you should be made to take a test to show that it is
a) a suitable pet for the person wanting it
b) that they know how to look after it properly
c) that they are going to make the commitment to the pet for it's life and it is not a spur of the moment purchase.
All of the above are the reason why you should never buy a pet from pet store and why people should be taking responsibility for their own actions.
There should be a great education to these people that there are better solutions to dumping their pets such as handing them into shelters where they are happy to see that at least the animal is safe and not dumped and has a chance to be rehoused instead of dead on the side of a road.

Unless you can see the dog is a miserable pile of skin and bones, then I think people need to mind their own business. Just because you notice a dog on a tie doesn't mean you KNOW the whole story. I have a huskey that loves being in the house for a max of 10 min before he is panting like he crossed the saharra desert. I only make him stay inside when the weather isn't fit for man nor beast. He has never delt with 20- wind chills or 5- at that. he is perfectly healthy he has food water and shelter also a 40 foot circle he can roam in. I visit him everyday and we go for walks everyday. I hate people that give me problems over him being tied. TO put it plain and simple the dog will only be in the house alone for 2 min before he sreads everything in site and if he isn't hooked up he is a husky and he'll run and run for days also he chases deer which is grounds to be shot. there isn't anything wrong with doing what you have to do to keep your dog alive and safe and your home in one peice.

It depends on the breed,age and health of the dog.Of course short-haired and toy breeds shouldn't be left out in cold weather,and all dogs should have proper shelter from the cold,shade from the sun,and plenty of room to run(a fenced yard or large pen)Very old or sick dogs shouldn't be left outside in extreme weather,and in my opinion,the worst thing is to leave a dog outside alone, chained to a dog house.I have two dogs who live outside,they are sisters,and are Chow/Australian shep/Lab mixes,and have very heavy coats.They have a huge fenced yard,plenty of chew toys,are fed twice a day,and cuddled and loved,and recieve regular vet care.They have heavy wooden doghouses stuffed with straw,but still sometimes prefer to sleep in the snow.So,the important thing is that they have company.A dog left outside alone is an unhappy dog indeed.Still,after they are gone,I will never have another dog outside. It's a fact that they do get more attention indoors.So,if someone has a very small or short-haired dog,or a sick dog outside,or they don't have proper shelter for the dog,or room for it to exercise,oh,and a constant supply of fresh water and regular feedings,then they should be fined and given a second chance,but if they don't comply,then the animal should be taken from them.

Of course the breed of a dog needs to be taken into consideration. Breeds like a Min Pin were not developed to be outside dogs. BUT,,,,, dogs have survived outside for the last 100,000 years. Where on earth did you ever get the idea that all of a sudden they can't???
For those of us that hunt with our dogs in the dead of winter, absolutely the cruelest thing we could do would be to bring them inside not allowing them to "coat up". Dogs that stay outside adapt as the seasons change during the year. Dogs that live inside are deprived of the temperature changes that along with the amount of daylight determine the density of their winter coat.

Animals are animals and they were designed to live outdoors. Maybe human beings have messed them up by taking them from their natural environmment and sissifying them, but other than that, they are animals. I have a cat and two chickens and they are always clamoring to go outside. My two hens will yammer to go out even when it is 20 degrees and once out there they want to stay out there. The only thing they don't like is snow. They are birds and we may think it is cold for us outside it might not be for them. The problem is that once we have taken an animal in and turned it into a pansy then you have a responsibility to feed the thing and if you can't do that then you have no business having a pet. This person maybe should not have a dog, but unless there was a gross violation of cruelty of some sort, like starvation and beatings, then I don't think a person should be arrested for putting an animal outside. They lived outside for millions of years and just because we are so thin-skinned today and would die if left outside ourselves doesn't mean an animal will. I think far too often we project our own weaknesses on an animal.
Animals can be tough. Dollyburton (one of my hens) will chase the cat away if she gets too close and Miss Kitty just runs away. They can take care of themselves. I have heard it said that you can take a chicken and plop it down on a patch of ground and it can find enough to eat to survive. My girls spend half the day with their butt ends up in the air pecking the ground with their beaks. They get along. I only think they need me; ego, I guess, but they are thinking "stupid idiot human".

Some dogs thrive in the cold. Alaskan Malimutes, Siberian Huskies, Akita, etc would rather be in subdegree weather than curled on the couch w/ their human.
Other dogs aren't designed for that weather and would rather be next to a toasty fire.
Still other dogs are pretty good for short periods of time - while doing some kind of physical activity if it's not FREEZING.
Dog's that are tied outside by law need adequate shelter. So they aren't tortured or forgotten. Infact some of the dogs are more spoiled than those you carry around in purses.

I've never heard so much bollox in my life. What do you think dogs did before humans built houses? Dogs are animals and are perfectly happy outside playing. It's actually cruel to keep them in all day. What sort of world do you live in? Stop applying your values to animals. They don't love you, they aren't humans and you're wrong. If you wre to die and not be discovered, your dogs would eat you, thats how much of the pack they think you are.
It's your sort of fuzzy bearded, lentil eating crack pot ideas that are messing this world up. Dogs are fine outside all day, there's nothing wrong with it

I agree. Makes no sense to add an addition to the family and toss it out the door and leave it there! Some people don't realize they don't know how to housebreak a puppy, and just blame the dog for not cooperating and they get tossed out the back door. Grrr
In our area, it is in the "written laws" that a dog cannot be chained or tied to a stationary object. HA Drive up and down some of these road, you'll see it all over the place, and nothing gets done about it. It might be a written law, but they do not enforce it!
I raise dobermans myself, and it is in my contract that if at any time I happen to stop by and find one of my puppies tied or chained that I have the legal right to remove the dog and ownership reverts back to me.

Dogs outside are fine if they have a good kennel. There is no need for dogs to be inside the house all the time. In fact having a dog inside is most unnatural and I would say maybe even cruel.

I had dogs at my old house and my family always left them outside, but they had plenty of cover and plenty of food and water. Also, they were not tied down anywhere so they could move around and get exercise. It is better that the two were left outside because they were large dogs and wouldn't have room inside.
