Is there mandatory CO2emission reporting for car manufacturers?

Is there any law, regulation or system that requires car manufacturers such as Volvo and Ford to report their CO2 emission from their facilities in UK (EU) and US?
If not, where can I find such data? I am interested in annual CO2 emission data by each facility (preferably not as a company as a whole) of car manufacturers

Just look at the horse power it is directly related to the CO2 release.
