I am guessing (from your incomplete sentences & nearly incomprehensible line of thought) you are wondering which dog breeds eyes may pop out easily: Pekingese probably suffer this fate the worst. But other bulging-eye, short-faced breeds are prone to it, also.

Naturally, everything we see on TV must be true! Relax, there's no real, live dog whose eyes pop out normally or as a result of being "freaked out" or scared.
A dog may suffer severe trauma (hit by a car for example), that causes the retina to detach.

the eyes can pop out of a dog but there has to a trauma to the head around the eyes to have it happen.
