My wife is a teacher in NJ and has stopped working and did not receive a paycheck in 2006. She received a W2 from her work with zero dollars and the retirement plan box checked. This cannot be efiled. Do we need to file it?

You do not need to file the W-2 with no income or withholding. However, your wife is considered an active participant in a retirement plan, so this may affect your IRA contributions and you would note her participation on those forms.

If it shows income and withholding of zero there's no need to file it.

You don't have to. It would not affect your tax liability any.
