The dome, completed in December 1863, is topped off with a 19-foot classical bronze statue of a woman called "Freedom."

This is a wonderful article about the Capitol building, with some great old photos of it in various stages of building:

In 1859 Thomas Crawford's plaster style for the Statue of Freedom, designed for the right of the dome, arrived from the sculptor's studio in Rome. With a top of nineteen feet 6 inches, the statue became just about 3 feet taller than particular, and Walter became compelled to make revisions to his layout for the dome. while forged in bronze with the aid of Clark generators at his foundry on the outskirts of Washington, it weighed 14,985 kilos. The statue became lifted into place atop the dome in 1863, its very final area being put in on December 2 to the accompaniment of gun salutes from the forts around the city.

It's a statue. Most people mistake it for a statue of an Indian because of the elaborate headdress. Actually the sculptor put a lot of things on the poor guy's head to symbolize all sorts of stuff.
