It is a matter of style, there is really no fixed rules on whether you should put quotes on a separate paragraph or not. For effect and emphasis, though, you may want to do so, especially if it is a really important quote. I myself follow EB White's suggestion that quotes which run for more than three lines should be in a separate paragraph; shorter ones are okay to remain within the same paragraph as your text.

Setting the quotes apart through new line or different type face is a good practice for creating better impact. This is specially so when the quote is of significant import and supports one's case eminently.My experience with using them at all possible permutations of placement supports the above view. A new line almost makes the quote heard aloud even though it is read in print silently

I'll go along with HC and EB White: short quotes do not require a new line or paragraph, but quotes over three lines do.

When writing dialog, each speaker needs a new paragraph.
