Preschool is generally for 4 year olds whereas kindergarten is for 5 year olds. However, each child is different.
My daughter is in kindergarten and is only 4 years old. As a student, she seems to be doing quite well. We are American but living in the Netherlands right now (been here for 1 year now) and our daughter speaks both English and Dutch fluently.
She's known all of her basic shapes, colors, etc and could count to 20 since she was 18 months old. She communicates with both adults and children using clear and coherent sentences. She also is very familiar with computers and can use the computer without any needed assistance. (supervised of course)
Overall, I couldn't ask for a better start thus far.

In the state I live in children can not start Kindergarten until they are 5, but they can go to pre-k or head start at the age of 3-4

My daughter started Kindergarten when she was four years old and she has been on honor roll every year. It was right for her to start at that age but, you have to decide what is right for your child. Do you feel they are prepared for Kindergarten?

Where i live the children aren't allowd to start school unless they are at least 5 years of age. my brother is very smart, is 6 and just started kindergarten.
