You need to try again to contact that bank and have a rep look that information up for you (from my experience if you press zero enough, you can bypass the 'enter SSN' part and the system should transfer you to a rep). Now to say up front, the rep will likely need to pull the information by your name, SSN and/or phone number. That's they key info they would need to try to locate the account, if there is one. That way they can tell you when and how the account was applied for, and so forth. If it turns out that you did not apply for the account, or you don't remember applying, then the rep can close the account and request it removed from your credit report (if the account was opened and used, the same would happen, and the account would go through a fraud investigation).

Citi bank, they will approve yours immediately. No collateral no anything. They have very huge capital and will not care if you don't pay, it's the market pie procurement from the local players they are going for.
