If you are holding a residence visa of UAE, contact the Saudi embassy or consulate with the followings:
1. No Objection Letter from your present sponsor.
2. Confirmed round trip ticket to Jeddah.
3. Vaccination certificate from the govt hospital for meningitis.
I would suggest you to contact either the Umrah tour operators or travel agencies in this regard. Airlines like Gulf Air is having Umrah package including hotel. It is optional but would be more economical. Last time I have performed Umrah through Gulf Air package and I found it is quite better.

If you live and work in tghe UAE then its yes, you can. In Dubai you should appy at their Consulate and in Abu Dhabi you should apply at their Embassy there.
If you are in the UAE for a visit only, then it might be difficult. But, you loose nothing in trying. Try it and all the best!

First of all are you male or female , If you are female I am afraid you can't issue umrah visa without a male mahram
