If it's a deep, ongoing wail and the cat isn't neutered or spayed, it could be in heat or smelling one in heat. If it's altered and it's just a small mew, it's just "talking". Very common in cats and nothing to worry about. Some cats are just naturally vocal. Could also be a sign of boredom.

Is your cat male and intact (not neutered)? If so, he is calling for a femae to mate with.
